Which PDF/A level should I choose?

PDF/A-1b is the most widely accepted and compatible option — a safe default for most archiving and court-filing needs. PDF/A-2b adds support for transparency and layers if your document uses them. PDF/A-3b additionally allows embedded file attachments, useful for keeping supporting files bundled with the archived document.
